Project Manager: Strategic Learning and Development

The organisation requires the services of a Project Manager: Strategic Learning and Development within the Human Capital Management Division. This position is on a fixed term contract of five (5) years and will be based at the Groenkloof National Park, Pretoria.

Requirements

  • Postgraduate degree in human resource management/ development or equivalent.
  • SDF certificate.
  • 5 – 7 years learning and development experience.
  • 3- 4 years of project management on large scale projects.

Desirable:

  • Master’s degree in HRM/Development will be an added advantage.

Knowledge:

  • Knowledge of relevant skills development legislation such as SDA, SDLA, EEA, BBBEE, LRA and SAQA Act.
  • Knowledge and understanding of SETA processes.
  • Knowledge of National Skills Development Strategy.
  • Skills Development facilitation.
  • Intermediate level of proficiency with MS Project, Excel, PowerPoint and SharePoint
  • with experience presenting to stakeholders and /or leadership.
  • Knowledge of good Corporate Governance practices.
  • Exceptional organizational and team building skills and ability to balance multiple priorities in a changing environment.
  • Knowledge of the B-BBEE codes, education and SETA Framework.
  • Excellent verbal and written communication skills, with experience in such mediums as emails, exceptional attention to detail.
  • Strong experience and outgoing personality in fostering relationships and partnerships with HEI’s, SETA’s etc.
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
  • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities.
  • Must be able to learn, understand and apply new technologies.
  • Ability to build rapport with employees and vendors.

Responsibilities

  • Manage and coordinate effective implementation of large-scale high-impact training programmes.
  • Design, execute, monitor & control the end-to-end implementation of the large-scale projects.
  • Identify grant opportunities targeted at communities and compile project proposals as per funder guidelines.
  • Convene project steering committee and submit reports as per funder requirements.
  • Source project partners to execute project requirements.
  • Identify opportunities and take action to build strategic relationships to help achieve business goals and L&D objectives.
  • Maintain and manage stakeholder relations.
  • Build professional relationship through engagement and regular communication and feedback with strategic partners.
  • Establishing project plans, creating project schedules and milestones, and track budgets.
  • Establish L&D project unit and systems.
  • Source and appoint service providers for large scale projects.
  • Identify and execute special L&D projects, e.g. accreditation.
  • Analysing the various seta sector skills plan to ensure alignment to L&D strategic programmes.
  • Contribute to the learning and development operations plan.
  • Manage & devise improvement plans for the skills development element in the SANParks B-BBEE scorecard.
  • Plan and assess the return on investment for high impact projects programmes considering costs and adhering to budgets.
  • Implement high impact projects initiatives as outlined in HCM strategy.
  • Collaborate with m on L&D strategic projects.
  • Identify learning and development interventions that require development in consultation with relevant stakeholders.
  • Devise, compile and manage a sustainable L&D high impact project budget, in line with the PFMA and other appropriate legislative documentation.
  • Manage expenditure in line with approved budgets, and report variances as required.
  • Sourcing additional support and funding for strategic learning and development interventions.
  • Monitor financials and assets according to appropriate policies and legislative framework.
  • Track budgets and negotiate L&D contracts.
  • Manage the processes which evaluates impact of L&D strategic projects.
  • Identify and recommend opportunities to enhance learning and development project unit processes.

Salary

R1 115 100.00 – R1 672 650.00 Annual Package
