Senior Manager: SCM (Infrastructure)

The Organisation requires the services of the Senior Manager: Supply Chain Management in the Supply Chain Management Division. This position will be based at Groenkloof National Park, Pretoria. Purpose of the role is to provide strategic leadership and governance oversight of the organisation’s end-to-end Supply Chain Management (SCM) function by directing the development, implementation, and continuous enhancement of compliant policies, systems, and control frameworks in alignment with applicable legislation and National Treasury prescripts.

The successful candidate will report to the General Manager: Supply Chain Management. The candidate will be office based and may be expected to travel to various sites in national parks.

Requirements

  • Be in possession of an Honours Degree in Supply Chain Management or Logistics or Finance or Public Administration.
  • 5 – 7 years’ work experience in an SCM environment with 3 years at supervisory level.
  • 5 years’ work experience as a Manager: SCM/Procurement.
  • Expert knowledge of the Public Sector Supply Chain Management regulatory framework, including the Constitution of the Republic of South Africa, PFMA PPPFA, Treasury
  • Regulations, Practice Notes, and related policy directives.

  • Advanced knowledge of the Bid Committee system, including governance frameworks, delegations of authority, compliance assurance and oversight mechanisms.
  • In-depth knowledge of National Treasury prescribed reporting requirements, compliance frameworks and regulatory submissions.
  • Comprehensive understanding of public sector strategic planning processes, including alignment to APPs, Corporate Plans, Medium-Term Expenditure Frameworks (MTEF) and approved budgets.
  • Expert knowledge of contract management governance, including performance oversight, high-value contract risk management, variations, renewals and dispute resolution.
  • Knowledge of enterprise risk management, internal control frameworks and public sector audit processes.

Responsibilities

  • Develop, review and continuous enhancement of SCM policies, frameworks and standard operating procedures aligned to PFMA/MFMA, Treasury Regulations and internal governance requirements.
  • Ensure compliance with legislative prescripts, delegations of authority and regulatory frameworks.
  • Monitor and report on irregular, fruitless and wasteful expenditure trends, and ensure implementation of consequence management and corrective controls.
  • Provide assurance on audit readiness and oversee implementation of internal and external audit action plans.
  • Provide strategic governance oversight of Bid Committees and strengthen ethical procurement practices across the organisation.
  • Ensure consolidation and approval of Corporate and Regional Demand.
  • Management Plans aligned to approved budgets and strategic objectives.
  • Oversee implementation and performance of the Annual Procurement.
  • Plan across regions/business units.
  • Ensure acquisition processes are executed in accordance with prescribed thresholds, procurement methods and regulatory requirements.
  • Monitor compliance and effectiveness of Bid Specification, Evaluation and Adjudication Committees.
  • Analyse procurement performance trends, lead times and compliance levels, and implement corrective interventions where required.
  • Provide organisational oversight of contract management frameworks.

  • Monitor high-value and strategic contracts, including milestones, renewals, and risk exposure.
  • Ensure contract variations, deviations and extensions comply with delegated authority and regulatory requirements.
  • Direct implementation of supplier performance management systems and governance controls.
  • Oversee supplier database governance, BBBEE compliance and preferential procurement targets at organisational level.
  • Provide strategic oversight of logistics, warehousing and asset management frameworks to ensure effective control and safeguarding of organisational resources.
  • Ensure compliance with asset verification, disposal, and inventory management requirements in line with legislation.

Salary

R 943,635.00 – R 1,415,505.00 Per Annum
