The people who disobey this should be dealt with harshly. However, the retail sector is to blame. Chain stores as well as specialised stores sell drones with out educating the buyer. A friend of mine said he was gonna bring a drone to tokai when we cycle. I told him its illegal, and he was not aware.
As a mountain biker, those things terrify me, they are loud and the blades of the rotors are sharp and can do some damage. So in my opinion they are dangerous.
Something needs to be done though as they pop up everywhere, even when we fish!
