I would suggest it is more likely a female Long tailed Paradise Whydah, which has a black bill. Pin tailed or Shaft tailed show a pink to red bill.

Hi Niall,

Thanks for the correction. (I'd ruled LTPW out due to all my references showing this bird as having a "clean" striped head, cheek and throat, but was not happy with the bill colour).
