Can anyone please tell me if this is a hinged-back tortoise?

That's right. It's the Speke's Hinge-back Tortoise (Kinixys belliana spekii). You can see the 'hinge' in front of the hind leg. It enables the tortoise to close the carapace onto the plastron for better protection.
