hundreds of dead puffer fish on the beach

Today I walked less than one kilometre along the Swartvlei beach near Sedgefield, and was astounded to see hundred/thousands of dead puffer fish/blaasop vis dead on the beach. No other fish, only the puffer fish. Can you please explain this phenomena, is it the by product of trawler fishing where they are thrown back into the sea once dead as unwanted catch? If so, fish kills on this scale are surely unacceptable to the Department of Fisheries?.
