Tankwa Karoo bird ID?

Tankwa Karoo bird ID?

Not sure what it is. My list of possibilities:

* Blackbreasted snake eagle (circaetus cinereus) - the eyes match
* African marsh harrier (circus ranivorus) - way out of it's range
* Pale chanting goshawk (melierax canorus) - juvenile?

Any ideas on positive identification? The photo was taken by a remote camera with infra-red heat/motion sensor, in the shade of a sweet-thorn tree, about ankle-height.

My guess would be Juvenile PCG (based on the streaking/barring on the chest and thighs and the barring on the tail as well as the fact that the Pale Chanting Goshawk is quite common in that area).
I would have thought that the Tankwa would be out of range for the Black-chested Snake Eagle as well? But then again, I am frequently wrong.
Searching for a Cape Eagle Owl....
