You can buy a Wild Card at any national park, so yes to your question. However, you will not get the actual card at the park but will get a receipt which you can use to gain entry to the valid parks/reserves until you receive your Wild Card with your name printed on it in the post.
You can also purchase a Wild Card directly online where you fill in all your details and then get a receipt as above. The difference is that if you purchase online, it is one step of filling in all your details. If you purchase at the park, you will still need to go back online at some point to complete all your details before the process is complete.
