am I correct in assuming that AVAILABILTY for Dec. 2013 might be checked but that RESERVATIONS can at this time only be made by contacting the respective offices rather than by online booking, that online booking for Dec 2013 will not be possible until Feb 01? or is the online booking system just "lagging" behind because of the holiday?

Happy New Year to you :D

Online bookings can only be made 10 months in advance. So if you wish to book for Dec 2013 before Feb 2013, you will need to do it via email, or telephone, or fax to these contacts here.
