It is in fact true.

Elephant has a pharyngeal pouch at the base of its tongue, where it can store water. Desert elephants regularly use this feature, as they may need to travel distances between drinking opportunities. Mothers can also extract water to cool down their young.

This same chamber is used during elephant communication, to help produce the low rumbling noises often incorrectly called stomach rumbles.
