1. I would go for Peregrine. No lighter patch on the head as the Lanner has.

Firstly let's look at the Peregrine or Lanner. If those were your only choice we would go with Peregrine. As Imberbe mentioned the Lanner always shows a rufous crown while the Peregrine is dark (grey). But with the picture quality and not being able to seen any of the bird's front I'm not gonna guess any further.
